He entered the New South Wales police force in 1889 as a probationary constable and appears to have been working out of Arncliffe. He was made a first class constable in 1900 and was working out of Kogarah. By 1904 Tugwell was attending to local police matters in Cronulla. This included the tragic wreck of the boat called Nemesis off the coast of Cronulla.
He retired from the police force in 1921 but continued to live in the township of Cronulla. He was a keen surf life saving member of Cronulla club and was made a life member in 1924-25 season.
Henry Tugwell's wife died in 1932. Henry Tugwell died on 27 March 1941, at 84 years, and was interred in Woronora Cemetery located at Sutherland.
